The City of Lodi will be deploying mapping tools to assist groups and individual residents in drawing maps. There are different tools for different purposes and different tools for different levels of technical skill and interest.

A variety of map-drawing tools will be available:

  1. Paper-only maps for those without internet access or who prefer paper. Tools needed:
    • Public Participation Kit - Paper Map w/ Population Count (in English or Spanish)
    • Alternatively, submit any form of hand-drawn map that identifies street names.
    • Current District Maps (for reference)
  2. Paper maps with a Microsoft Excel spreadsheet to calculate population totals
  3. Dave's Redistricting App (DRA 2020) is an easy-to-use map drawing tool to create and submit redistricting maps.

      • Sign Up for DRA 2020
        • Sign up to use DRA 2020, select a map to start from and click "Duplicate." The site will take you to your personal "My Maps" list and your map will appear (this takes a few seconds to populate, please be patient). 
        • Rename your map and include "City of Lodi" in the new title. Click "Edit" to begin drawing/editing. When finished, go back to "My Maps," select your map and choose "Publish"
        • Email the City Clerk's Office at, notifying the office that your map is published (please include your map name).
  4. Caliper’s Maptitude Online Redistricting mapping tool to draw maps census block by census block and submit maps electronically.
  5. COMING SOON! Interactive Review Map to review, analyze, and compare maps, not to create them.  Zoom in and out on map boundaries, view population counts/ID#s, and view draft maps (once the draft maps are released).  Similar to Google Maps in ease of use.

Submit paper maps via:

  • Email a scanned copy or photograph to or 
  • Mail the map to the City Clerk's Office,  P.O. Box 3006, Lodi, CA 95241

  • Hand deliver to City Hall, City Clerk's Office, 221 W. Pine Street, Lodi, CA 95240

After you submit your map, the demographic consultants will generate the population and other demographic details for your proposed map. Maps can be viewed on the Draft Maps page or on the Interactive Review Map.
